Don't know who would claim prior art but Steve Blank also blogged about a similar pie-chart-based-method in relation to hiring - http://steveblank.com/2011/08/22/hiring-easy-as-pie/
Also, I have never been a particular fan of Myers-Briggs et al type tools (it's hard enough to find good people without asking them to take a psychometric test!) but I have heard of tools used for this purpose - http://www.eteamtool.com/eteamtool-features/ - which was developed at Manchester Business School
